You can send a written text in advance for the players
Commands:
/adminnews, /an ->//rule//registration//vote// simply expandable..

For example, if you write it in:
/an registration
The server announces it for everybody that:
*Registration on the web page: www.xy.hu*
You may position it that only the admins let it be allowed to be used command.
You may make use of it for warning if you rewrite it a little bit..
For example:
/an driving
*Drive so mmint in the reality*
Not heavy but useful according to me
