How do i use settimer - jonas4334 - 09.04.2010

sup I want to know how do i when someone do /kill exemple it says you killed
after he do it agian /kill it says you cant do it more wait 150 sec and try agian
i want it but how i do it? im noob on scripting so
but would be happy for help
