[Help] /local and /me commands - Thrarod - 20.03.2010

I'm making a RP but I need /local [Text] command that only player near you can hear what you say and /me which is same but "Rodney_Redford lights a cig" only player near you can hear, I'm making a Freeroam / RP GM which is going to be my first release,
