I have a strange problem.
On a server, with the location where I am,
is the ping high. 100-500.
Even on my home server is 100-500.
And I made a strange discovery,
if I select the "Frame Limiter" in options to on,
my ping is ok, 60-90. (In the server with the location where I am)
I don't know what this is?!
(Its only in sa-mp, in other games my ping is 40)

You aren't looking at the FPS are you?
Your localhost (127.0.0.1) shouldn't be above 15-30 ping.

and if i have the frame limiter on, and i give /fpslimit <something>, example 20 or 100,
my ping is good.
than i deactive the frame limiter on options, my ping is high.

umm maybe set it so it uses core 2.. that's if you have a dual core processor.
Just a wild guess :P

1. go IG
2. alt + tab
3. ctrl + alt + delete
4. task manager
5. processes
6. gta_sa.exe
7. right click
8. set affinity
9. then check <All Processors>(all cores)

i think its work, but when i close the game the setting isn't enabled more.

Yeah that's can be a problem.. There should be a program out there that can save it.
