If you have downloaded the package then uploaded it chances are you have corrupt it.

Either upload the package in BINARY mode, contrary to ASCII, or download it and untar it through command line

Terminal is a prompt which allows provides access to Linux's CLI from a distribution with a GUI. Most server distros are CLI versions of Linux, hence why they use so little resources on standby.
And as you may have guessed, CLI stands for Command Line Interface.
When I say untar through command line, im referring to using an application(like putty) to access the rootserver much like you would if you were sitting in front of it
(just sayin)

Try to change permissions to all files, like announce, samp-npc, samp03svr to +x
