How much RAM and CPU does the adverage SA-MP server take up?

Depends on what script you use, could be from 1mb to 512mb+

When idle and running the LVDM Game Mode, 0% CPU and ~8mb RAM.
The actual values for CPU and RAM with actual players and a user script will vary hugely depending on the script, there's no real way to tell how much it will use beforehand due to the fact that a user can write any script they want.
