Create a NPC to drive it or SetVehicleVelocity... You can try to use my SetVehicleForwardVelocity, but I am not sure, if setting vehicle velocity works on empty vehicles too...
And I don' t know, if setting vehicle velocity works for trains ...

Spawn a tram,
Get in it,
And drive round the tracks in SF, or train tracks around san andreas

when i spawn it with /veh 449 1 1 its spawn but i cant use f key to get in
