I'm not sure if it is client bug, but maybe you could check it.
When you're trying to run samp.exe in administrator mode (Windows 7 Ultimate - x64)
SA-MP won't load your favourites list, but it will load internet and hosted list.

This is happening to me also, But when you run as admin, there is a different file saved for favorites.. well 2 files, one file without running as admin and the other file running as admin.
