[HELP]Some Problems - Jo1Nt - 28.12.2009

Guys i got two problems and i don't know how to solve them.Maybe you know:
First problem :A player has 5 stars wanted,when a cop kill him he respawns at the respawn normal place
2rd problem: It's annoying to enter into the cops arrest the player inside.I HQ and saw on other servers they were arresting them down the building
