Player Chat Bubbles? - FatalFart - 26.12.2009

I was told that there's a way to make chat appear above another player when they are on screen for a certain amount of time when they chat, to make it easier to tell when they are talking, instead of staring at the whole chat at the top left to see if they chat. How do I activate this option?
