Lagging problem on SaMp 0.3a - Pinolo - 26.12.2009

I don't know why but since i turned my SaMp to 0.3a it doesn't work. The connection is the same of 0.2, my ping is low (50) but everyone around is lagging as hell so i can't play. As i think is not my internet connection problem what else can it be?
