MTA Map Editor - Arnaldo - 23.12.2009

I asked in my other topic how to change the colour of a car in SAMP Debug. I got told you can't.
Alright. Now I need to know, how do I spawn vehicles in the MTA Map Editor and where do I download the MTA Map Editor?
I hope someone could help me with this.
