I have this same problem. I have 1.01 and tried to downgrade but it would say "There's nothing to do. The files are already upgraded!"

Again, people need to give more information. When did this start happening? All servers or just one? Have you tried to reinstalled? Etc.
Also try downgrading.

Happened as soon as I installed SA MP and for all servers. I tried reinstalling both GTA SA and SA MP, but with no luck. Also tried to downgrade both times but got the same message. I have Windows 7 Home Premium 64bit if that matters, but other problems people experienced with Win7 were totally different from mine.

You have two Program files yes?
"Program Files (x86)" and
"Program Files" - Try installing in the (x86) one. (32-bit) I use the same windows 7 type as you (Windows 7 Home Premium 64bit) and mine is installed in the 32-bit folder so try that and see what happens, mine has always worked fine on windows 7 no problems.
