Will SA-MP ever have the ability to have computer people walking around in multi-player games?
Or should I just stop hoping all together?

No, but you can code them yourself by using NPC's.

I think it would be much more fun with computer players if you're just playing on a custom made server with a few friends.

NPC's don't seem to be what I'm looking for.
What if I wanted to create computer players for foes?
Is that at all possible?

NPC's work too for food... but they only do what you said them, but they have no brain.

Yeah, people that will walk around, and shoot at you if you program them to.
