How to make mods ((Skins)) - basker - 23.11.2009

Hello as the subject of this forums says how do i mod skins for gta san andreas?
i mean like what progarms and that stuff ?

HEY ! Thats Video only show how to install mods and not makein them and i dint mean car mods buy Real Skin mods like Doning the Grove Street blue and stuff

Kinda funny, i started working on a mod today.. was wondering if others were into Texturing.. This is what im working on:

I found the Truck on a GTA site, and i have been Removing all the annoying Team decals and stuff. Black and red or Black and Green! Thats a sick truck if i do say so myself.
