IF you don't have static ip, then Buy server from Company www.serverffs.com or any other sites i prefer ServerFfs cause the pings and lags free

I don't know much about networking, but I assume you can run a server with a dynamic IP address. From my understanding, the only difference between dynamic and static is that with dynamic, you address continually changes from time to time (I am not sure if this is correct or not, and not entirely sure about how or when your IP will change with a dynamic address).
www.no-ip.com is a service which allows you to combat the need from switching from dynamic to static IP address. It works by registering on the site, entering a few details and selecting a unique domain name chosen by you, followed by downloading a client and installing it to your desktop. Each time the program is started, it checks your current IP address and links that with a unique domain which you choose upon registering at www.no-ip.com.
Overall, I wouldn't really bother with hosting a server off your computer. If your looking to start a serious server, you should be looking at alternative ways such as buying a VPS (not recommened), dedicated server, or from a particular host which provides SA-MP servers (I'd recommend serverFFS (www.serverffs.com)). But if you're looking for something to muck around on with a few mates, paid hosting isn't really the way to go.
