HELP!! .... please - jwa3003 - 20.11.2009

I am making my own RP from scratch and i need a little help:

-How do i make a regester system?
-How do i make different teams? (Police, Army, Fire,etc..)
-How do i make it so only police can get into police cars?
-How do i do the engine on engine off command

I think i can work the rest out for myself but PLEASE!! help me

Ive managed to work out everything now except for talking commands
does anyone have a filterscript i could add for this i need RP talk stuff.
eg
/ooc /n /b and in character but it can only b heard by people who are close ah and /w nd stuff

1. use Search for Filterscripts about it.
2.if you can wormj it out, why dont you then make it completely?
