CyberLink Power director 8.0 it's awesome and it's easy and there are plenty of titles animations effects ETC.

the most easy programm for beginners is Windows Movie Maker

but for better videos i suggest: Sony vegas , adobe after effects or final cut..if you are pro in editing and making video..i have adobe after effects and it is pretty complicated..

BSR Movie studio is nice, too. But not free, but you can get a trial, anyway. Or FXHome VisionLab. Nice for making special effects. Fast and more or less easy.

There is no "best ediing software" witch is easy
the best editing software would be only advanced and profession like adobe after effects

Windows Movie Maker is the easyest.

Sony Vegas 9.0 Pro is the win wen you learn how to work with it.
