what is better to make CNR or ROLEPLAY? or MIX

MIX like bit roleplay and bit CNR

cuz i am thinking to start a new Roleplay+CNR

EDIT: and what city is the best

i am thinking for SF

i perfer a MIX as i say , ROLEPLAY + CNR and SF city for licence system etc

ammm i ask cuz i dont know what cities ppl like to play , and what gamemode is most popular to play etc ...
