How can you make my own FTP panel and Control Panel on Windows system? Like I have windows system and how can I setup it like you write the address.com.blahblah than it needs the password and the username and then you are in the FTP panel or in the cpanel..how can I make them?

Learn to code first, when you understand the coding (PHP, HTML, etc.) you'll make your panel...
BTW. Get yourself a Filezilla FTP server.

P.S: If you don't want to make it by yourself, rent a coder and pay him to script it for you.

To my understanding an ftp panel is a remote file manager similar to the one in cpanelX for linux
Well first you would have to understand the shell level of microsoft, or dos level, whatever the fuck its callled (the stuff in the cprompt)
Then you would need to either learn a coding language or learn web scripting ( which will be easier ) and then by combining the power of php with ajax and javascript you will have yourself a file manager.
you could also use asp but it seems php is more popular
