open "server.cfg" in Notepad, change the part that says "changeme" near the top to what ever password you want, save it, then double click on samp-server.exe

Of corse you need your gm to be working, look for no errors.
Then check the ports, working ports are 7777, 7788, 8888... are there more?
This is the 0.3a server

echo Executing Server Config...
lanmode 0
rcon_password (the password /rcon login "pass")
maxplayers 80 ( how much players one)
port 7777 (the port, this is the normal one)
hostname (server name)
gamemode0 OMG 0 (your gmemode name "from game mode folder")
filterscripts (the filterscripts)
announce 0 (no need to touch)
query 1(the same)
weburl (forum for your server, if you have)
maxnpc 5 (the npcs)
onfoot_rate 40
incar_rate 40
weapon_rate 40
stream_distance 300.0
stream_rate 1000

Nothing's wrong, everything is fine there.

After you've edited that file, double click the file "samp-server.exe" and your server will start.

Then, you can add the IP address 127.0.0.1:7771 (:7777 by default, but I saw you had 7771 in your server configuration) to your favourites and it will be your server.

For other people to play on a server hosted by yourself, you must forward the port your server is running on, in your case, (UDP) 7771. If you don't know how to do this, search on ****** or these forums for "Port Forwarding".

As far as I know, you can use any port above 1024 and below 65536. I might be wrong about "below 1024" but I believe all ports below 1024 are reserved for other services.
As long as it's within that range, your server can run on it, and you should be able to forward the port.
