Where can I find a control panel for VC-MP??

NO-one has one for VC MP, unless they made one but didn't release it.
My advice:
Learn PHP, use "shell_exec" or "exec" to start the server and stop it . There's a topic on starting and stopping a server with Linux I created.

Never run servers as apache.

This is SA-MP, not VC-MP.
Please post on their forums instead.
