If you want people to join yourserver then yes.

My ip adress is not static but it never worked, it didn't find my server (retrieving info...)

Hmmm. This problem is easily solved!
Use http://www.no-ip.com/
Register and created a host like samp.sytes.net
And get that even without a static IP you can always go to that host. What sort of redirection.

You can ask your ISP for a Static IP
