They won't save at User Files, but yes at Rockstar Games > GTA San Andreas.
As you are running on Vista, be sure you execute as administrator your sa-mp.exe or else the /save command wont create savedpositions.txt nor save any screenshots.

While mine SA:MP was working, it has created screenshots and savedpositions.txt file perfectly without admin rights.

Maybe your Vista had another configuration. But my SAMP wouldnt create those files unless i'd start samp as admin.

Maybe just because user you ran SA:MP as didn't had enough permissions to write into GTA San Andreas folder.

It's saved to your GTA installation. And no, you dont need admin rights to take screenshots..

Installing games into a folder your user doesn't has permission to write into (setup requires admin) is a bad habit. You should never install games in C:\Program Files or C:\Program Files (x86). You must create folder e.g. C:\Games, give your user full access to that folder, and install games into it.
