in summer from 35C to 55C
in winter it's from 30C to 40C
yes , because fan might stop in any critical moments[normal might happen , fan is ok now but later not sure] so i want to be safe from that

for 2 & 3, if your BIOS is Phoenix (as much as I can remember) Check under PC Health Status, there should be something there called Shutdown Temperature.
It will shut down your computer if the temp goes higher or is equal to that temp. As for #1, idk what that is, but I will be sure to look it up.
Also, if your fan does stop from time to time, it may be a sign to replace it, or clean it. Also, check to be sure that the connectors on the motherboard are not faulty, because that can also cause it, make sure to also inspect your computer tower from time to time to make sure that if dust accumulates that it is cleaned out, because this can also be another factor for computer CPU / Video card overheating.

You may want to look at
Everest. You can program alerts, when temperatures raise a certain value, including shutting down the computer, and also send an email which can be useful if you are building a server. That's what i use. Great tool, and not only for alerts.
