When I press F6 appears the chat, but if press button of control, for example w,s,a,d, player will move.

Yes the player can move with chat or scoreboard opened, they just can not move the camera.

In my opinion it not very good, because if player in vehicle goes straight and will write message, vehicle will turn aside,
not bad when write message of the button of control were blocked

i think he is talking about if you typed "wow" you would accelrate, while "stupid" would cause you too brake, i haven't noticed this, but it might be.

for me, it's not possible to move when the chat is opened.

Partially wrong. The player cannot move with the chat opened, as the keyboard input will go into the chat.

press T instead of F6

You can hold a button while hitting T or F6 and that will continue to do it's function until you let go to type it.
