Air Strike? - DeltaAirlines12 - 10.10.2009

Alright, to start off I have a WW3 server I made from scratch.....
I wanna make it so a player can type "/as" (short for air strike)
and it will cause an explosion like 100 feet in front of you.
BUT, I WANT IT TO BE LIMITED SO YOU CAN ONLY
MAKE ONE EVERY 10 MINUTES.
And I want to have it say "Air Strike Has Been Called In! Take Cover ASAP!"
after they call it. Anyone know what to do? Thanks!

AND YES, I HAVE SEARCHED!!!
