Hi to all
I'm new here and I was just wondering...
What do you mean by NPCs?
Like... free npcs walking around?

NPC = Non Playing Character.
They DO NOT have AI.
They DO NOT walk/ride on they own.
They have to be completely scripted. Their movements are pre-recorded.
They WILL NOT follow you. They just do what you script / record.
Sth like bots/actors, but not that "lifelike".
They are handled same as single player. If you have server with 50 slots and create/code 10 bots, just 40 players will be able to connect.
