You're using the steam version(GTA SA V3.0) but it should be version 1.

Steam sucks. Dont use it. It freeze my old computer so i had to get another one.

You run the steam version of the game, this is not supported.
I know you say it's just a shortcut, but the copy of the GTA San Andres is purchased using steam, hence it will not work.
