Wrong section my friend. In short at your problem, you probably need to forward ports.

Check your firewall settings and check if the ports are forwarded or UPnP is activaed (wouldn't recommend any of those that). Either get a cheap VPS or use a virtual private network.

This is not the thread for this, and there are many tutorials on how to do it...

I'd not suggest running a sa-mp server on a 3g/4g connection though, you'll find it'll only cause you problems.

Any version older then 0.3.7 R4 is not supported anymore, so all download links are removed.
