You should use :

on line 103 to

if(IsPlayerAdmin(playerid))

this is rcon admin if u do like if (Admin[playerid] == 1) then 1 question: how to be admin for a beginner use your script. I just think like that will be more easier for the beginner.

I've already said you need to have good pawn language understanding, as well as in the script there's a comment that says you'll have to change it to your own scripts variable.
The filterscript approaches people with more pawn knowledge, but isn't that hard for beginners.
