It's a GTA SA snow mod, a custom gta3.img file. I want to include it in the download package, but im not sure if i'm allowed to do that ...

After several private msgs i decided to "give" the mod that makes gta sa all under snow (that is shown in the video). It's a custom gta3.img file - added under "download" in the main post.

PS: if this isn't allowed, i don't know actually if it's allowed, a moderator can delete the download link
