Perhaps you haven't seen them because of the difference in time zones. These servers use a special plugin that adds more fake players at day and removes them at night (I can't provide you the name of and the link to the plugin, for obvious reasons).

None of the highlighted servers have 500-1000 players on them, they have 50-150 at most.

Timezones have nothing to do with what turns up in your server list... It's not as if it'll empty out, it's about what the server list returns when queried.
