Stop bumping your thread,you can only bump your thread every 24 hours.
There must be missing dll dialog when you started samp-server.exe

If you've messed with the compatibility settings for the server.exe I'd suggest to revert those changes.
With that Dependency Walker, that's pretty darn awesome looking.
Just used that program and it comes back that it needs msvcp110, which is an older runtime, but still something usual for such an old app.

You'll want to start installing from 2008, and work forward to the latest as such. Just beware of doubles, and if the windows is 64 bit, you need to install the 32 bit AND the 64 bit versions.
