Well, you can make join NPC's, that will connect with the host IP if am right, if npc doesnt join with the host ip, rcon_exit.
That will solve all problems related to extern lockers, that can be copied by copying full server folder.

Good idea, however the NPCs will join with the local host IP, which is 127.0.0.1 all the time. I don't know if that is different in Linux, but I guess not.
And the bind-entry cannot just be copied because the server will not start if the bind IP is not the host IP.

Yes you are right, the NPC will join with 127.0.0.1, and the gamemode will start in every ip.
There is no a really good system so, even use mysql.
