Depends on what you want. If you want the Streamer Plugin to be internally implemented into SA-MP, it does require a new SA-MP version. If you only want to have it in the SA-MP package, you'll still need to download the updated package if you want the Streamer update. Or if you do both a separate download and include it into the package, you'll still need to download something to get the update.
In the end, you'll need to download the same amount of things, but you'll download more MB's because of downloading outdated or already-installed stuff.

I for one completely agree with revising the SA:MP wiki- not only just for things like strcmp. We need active people on the wiki so that we can keep the information current so when a new scripter, for example, visits the wiki, they aren't learning outdated methods.
Sure they could follow the so-called "tutorials" on this forum, but there aren't many good ones and generally all of the good ones have inactive authors or are outdated tutorials themselves.

But how are you going to get active people to the wiki when nobody seems going to fix the registration problem?

There's no registration problem. Kalcor disabled new registrations because a few years ago SA:MP was attacked by spam, and a LOT of it. The entire wiki had porn everywhere IIRC. That's when we switched from SMF to vB and stopped new wiki registrations.

What i think is they should Add "ZCMD Commands are faster then strcmp commands when you have 100+ commands in a server" or something like that which makes sense to beginners.

And that's nowadays a problem.
