Did you do what other posted?

Try installing SAMP and GTA under another partition or another user account. Some driver MUST be missing!

Do you have ELM installed while trying to access a server?

I already tried, can't make other user accounts due to only being able to create another admin account, not limited one, which will erase whole old admin account.

What the hell is ELM? I have not installed it.

you need to reinstall runtime and reinstall gta and samp.

try to buy a new GTA SA (CD)!!!! well my friend got this error and he just delete whole GTA SA Directory + he unistall it !!!And it works now fine for him!!

The thing is I use RIP versio, it's simply archived GTA SA, no install/uninstall. If I want to uninstall it I delete it simply, and to get it back I have to un-archive it. And there's no GTA SA cds in Latvia stores anymore

I see that some people suggested to reinstall runtime; Since you asked 'how to reinstall runtime?', I expect you didn't do that yet?
