and when u spawn again, you can almost not walk

Because static variables are like local global variables which means they don't get "recreated" and don't change on the next call because they keep existing after you execute the function and since I'm calling these very frequently, it's better to use static variables in this case. You can find more information in the PAWN Language Guide.

Hmm weird i installed the plugin and all but when i shoot on the ground it launch me 200000 feet away from it. It keeps going and then i have to spawn a car so i wont get dragged anymore.

Should give no problems when you shoot on the ground. I tested this a lot. Probably something else.

The command works perfectly, but I'm not shoot and bounce off, I stand, how to fix this?

I have no idea. The script should work completely fine; did you add the script as first in "server.cfg"?
