Have you set up server.cfg properly? Do you have all the plug-ins in the plug-in folder?

sscan and streamer are not running and I don't know why

Hm .. show me what you have in server.cfg (remove RCON pass).

Well, that looks right to me.. are you SURE you have the following:
SA:MP 0.3b
OpenSSL Lite
.NET Framework
Plug-ins folder with correct plug-ins.
Take a screen of your server directory.

Have you tried re-compiling the script on your system? I packaged it up with the source and a compiled version, delete the compiled version and re-compile it on your system.

This Version is probably outdated.
If you downloaded this version then i can't assure you about errors.
I have already taken rights from the orignal PlayLSX owner and re-published it.
